Assumes the referee to be Geoffrey Ingram Taylor, who is familiar with the work of Albert Edward Green. The paper seems fit for publication, but as it was withheld for so long, it may have been covered in the meantime.

The paper was withheld as the similar paper by Geoffrey Ingram Taylor and Albert Edward Green was also withheld.
