Recommended for publication in the 'Proceedings of the Royal Society of London'. The author has already tried hard to re-write the paper, but not very successfully. Finds the paper difficult to follow and understand, although the paper is important. The separation into two parts, one for abstract theory and another for application, is a great help. The suggestions by K Fuchs have improved the paper. Will send the manuscript to K Fuchs, and ask if he agrees to publication.
Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
