Recommended for publication in the Philosophical Transactions of the Royal Society. Is only familiar with some of the theories presented, so only feels competent refereeing some parts of the paper. Suggests Alexander Craig Aitken or Herbert Westren Turnbull as referees. Of the parts he feels competent to referee, they are worthy of publication. Unless the other referees feel parts require work or omission, then the paper will be too long for the Proceedings. The paper feels much more suited for the Philosophical Transactions. However, if the rumor is true that Philosophical Transactions papers are to be delayed until after the war, the paper should be published in the Proceedings, as the paper contains new ideas and 'the author's priority should not be put in jeopardy'.
Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
