Not recommended for publication in the Philosophical Transactions of the Royal Society. The paper is more suitable for publishing elsewhere. The novelty of the paper is uncertain, as 11 papers have already been published on the work. The paper appears to have been prepared hastily, apparently since a paper in the American Statistical Association failed to reference the work done in India; a brief note in that journal would have sufficed to bring attention to the relevant work. The paper is very technical and specialised. Suggests publication by the Indian Central Jute Committee, as an Indian Government Report, or in an agricultural or statistical journal, or an American journal if the intent is to draw attention to the work there.

'The above is my considered opinion, but I regret having to give it: Professor [Prasanta Chandra Mahalanobis] is a first-class man, and has done a fine piece of work in these sample-surveys; and from the political point of view one would be rather glad at the present time to offer the hospitality of the Society's publications to an Indian. If my co-referee takes a more favourable view I shall not be sorry'.

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies 'Oly if the Generals want to hold sample-surveys of this kind'.
