Communicated by Paul Adrien Maurice Dirac. The obvious referee is Ralph Howard Fowler, but he is too unwell to consider the paper, and Charles Galton Darwin is too busy. Alfred Charles Glyn Egerton suggests that Paul Adrien Maurice Dirac would not have communicated the paper without careful perusal, and the paper might be accepted without referee, as were the author's previous papers. Joseph Proudman suggests Max Born, if he is suitable and well enough, but if not, the paper can be accepted without referee.
