Recommended for publication in Proceedings, in two parts. The hypothsis is overly elaborate and some parts aren't justified enough. The authors have 'stretched out their neck unnecessarily and may get into trouble', but they can be left to face the consequences. The paper follows on from fifteen years ago which was rejected by the Royal Society for publishing, against his recommendation. This makes a strong case for the present paper.
