DescriptionHe thinks the other referee is wrong for suggesting that the paper be cut down and then leaving it to him to suggest how it can be shortened. The first half of the paper is valuable and written in excellent style. Finds it hard to report on the second part as no-one in the country knows more about this subject than the author. It should be published as it stands.
