Not recommended for publication. A work on this subject has been published already and contains the 'most outstanding' results. It is written in a way that is 'unworthy' of a Royal Society paper. The author is foreign, which partly explains the bad presentation. He doesn't want to hurt the author's feelings so asks that his report can remain confidential. If the work is to be published, it should be completely re-written.
