Recommended for publication in the Philosophical Transactions of the Royal Society. The paper is long, and the results are a continuation and confirmation of previous results. The paper gives a clear and well-balanced presentation of the subject. Is reluctant to suggests cutting any material. If printed in the Proceedings, the paper should be divided into two sections, one on collision phenomena and one on emission of particles during fission. With permission, would like to discuss some minor points directly with the authors.
