The paper reads like a memorandum, with 'rather vague references to things that are in the author's mind but that probably won't be in the reader's', and with careless attention to details. However, the results are new and go in a new direction, with both theoretical and practical interest. Provides detailed criticism of the mathematics that requires attention.
