DescriptionRecommended for publication in the 'Philosophical Transactions of the Royal Society'. 'I think the author should be invited to clear away the scaffolding, and let us see something of his building direct. It is all left rather much wrapped up in symbols'. Suggests the addition of a very full abstract. Notation should be fully explained, further numerical results given, and the addition of some simple drawings to make it 'less like Laplace [Pierre-Simon Laplace]'.
