DescriptionRecommended for publication in the 'Philosophical Transactions of the Royal Society'. The subject is not interesting and the notation unsatisfying. Considers it 'rather a pity that the author has made a memoir of 50pp for the Phil. Trans. out of this matter instead of a paper of 25pp for the Mathematical Society'. A good paper could be made if the current one were rewitten, but this is 'impossible'. If it would be deemed useful, is happy to forward his comments along with the paper, to the second referee.
