NOTE:
Each meeting of half Council has three functions:
a. The first is to consider the whole list of straight A or B candidates suggested by the SEctional Mommittees, and to selectpreferred names from this list.
b. The second is to reconsider the borderline candidates (already selected by the Committee of Council) in relation to the straight A or B candidates, more particularly to those 2ndor 3rd on the Sectional Committees' lists.
c. The third is to reconsider the straight A or B selected candidates in relation to the unselected A or B borderline candidates, so that the merits of the unselected borderline candidates may be weighed against the selected straight candidates.

Each half Council might also have an extra candidate's name in view, so that when full Council meets the standard of selectioncan be adjusted between the suggestions of the two halves of Council.
