Thinks that a balance should be maintained between the administrative and scientific sides of the proposed new Meteorological Committee. Proposes that the recommendations should be amended to make sure that the Vice-chairman is a scientific man allotted from among the three representatives of the Royal Society and the Royal Society of Edinburgh. </dc:description>
