Frank Heath, Secretary of the Department of Scientific and Industrial Research, to Sir Joseph John Thomson, President of the Royal Society Explains what the proposed provision that the Executive Committee of the National Physical Laboratory 'should be accepted by the Department (of Scientific and Industrial Research) as a Committee of Management under them' means. Explains that the Department of Scientific and Industrial Research cannot take over all financial management of the National Physical Laboratory and not have control over its property and income as well (which the Royal Society presently has control over). 21 March 1917
