Terms of reference; 'That in the opinion of this Council the object proposed by Mr Lockyer is sufficiently important to warrant the appointment of a Committee for the whole consideration of the propositions. That a Committee be accordingly appointed, to consist of the President and Officers, the Astronomer Royal, Mr De La Rue, and Mr Huggins, with power to add to their number.'
