Suggests that 'the present does not seem a propitious time' for increasing the consumption of milk among the poorer classes, as it may lead to waste 'as the value of milk is not well understood' -- proposes alteration of the Stockholm ration for certain classes -- suggests a priority scheme rather than a flat rate to avoid wastage. 19 November 1917
