The central line records wind direction, while wind speed and possibly rainfall appear on the lines above and below, most likely recorded by an Osler anemometer. 

Each sheet is dated, inscribed 'Observatory at Singapore', or 'Magnetic Observatory...' and signed with variations on 'C.M. Elliot Lt. Engineers'. Occasionally inscribed verso, with general titles and depatch information via Southamton.</dc:description>
