Enclosed is a note circulated to the Meteorological Council, which discusses a proposal regarding an observatory at Valencia. Includes a 'representation made to the Treasury', and a copy of a letter from Robert [Henry] Scott, to the Treasury, dated 5 January 189, regarding the Meteorological Council's desire to obtain a lease on a porperty in Ireland, in order to establish an observatory at Valancia. Scott remarks on the Council's 'dependence on the annual parliamentary grant'.</dc:description>
