  <dc:description> ' When the Secretaries were here on Wednesday they discussed with the Forein Secretary the difficulty which  might arise owing to members of Council being unable regularly to attend meetings.  They thought that if non-attendance was due to the war such absences might not be counted against the absentees;  and they proposed, subject to your concurrence, to bring before the next meeting the attached amendment to be inserted, if Council approved, in the rules governing the "procedure in the nominatin of Council".
