Copy of 'Comments on Mr [H L] Penfold's Proposals for a 'Universal system of weights and measures' by the National Physical Laboratory in reply to Research Department Minute Discusses chief features of the scheme, combining imperial and metric systems into a Universal system. Gives example of comparison between a few units. Gives comments critisizing the system for the trouble it would cause when standardising, the proposals are extremely drastic such as having to replace industrial equipment and alter existing data. Adds that the magnitude of change has no valid reason and there are great disadvantages on behalf of both metric users and imperial users.
