[John] Donnelly R.E., Science and Art Department [South Kensington] In relation to the unexpended balance voted by Scientific Research for the Year 1881-2, states the Committee has been unable to meet due to negotiations with the treasury over the proposed annual grants. Therefore Col. Donnelly can come to an arrangement for the amount which was originally £20,000 contemplated in the Duke of Richmond and Gordon's Letter. 17 April 1882
