Memo from D Noel Paton Gives the Committee's suggestion that bread stuffs be increased by limiting the grains used as cattle food -- that before bread is rationed, the stocks of grains must be used as human food -- that wheat should have priority of importation, followed by meat, and that imporation of cattle food be prohibited. 13 February 1917
