Note from A D Waller to William B Hardy Thinks it possible that the 'insufficient' altered ration for German prisoners may come up in both English and German papers, and suggests that the Committee be in a position to advise on that -- encloses a food ticket scheme for the Committee's consideration -- notes that although he is in agreement with the Committee 'in deprecating the ticket rationing,' as the matter may be decided over their heads it is best to have a plan to put forth. 12 March 1917
