Memo on rationing and transport of foodstuffs Written up by Leonard Hill of the Food Committee. Points out problems in Yapp's proposed rations -- that people are told to eat potatoes in place of cereals, and the higher water content of potatoes would mean many more would need to be transported -- points out difficulties in feeding urban centres -- concludes that the best solution is to plan shipping in such a way that cereal supply is maintained and increased. 22 November 1917
