Letter from William B Hardy to the secretary, Ministry of Food Gives the Committee's recommendations that it is inadvisable to have priority for any dried, sweetened or condensed milk until there is severe shortage of cow's milk -- if that should occur then the priority should reference dried milk for infants under 18 months, and any full cream condensed, sweetened or unsweetened and dried milk for older children. 2 October 1918
