Letter from C S Newcastle, of the Commission on Sugar Supply, to William B Hardy On behalf of Sir Charles Bathurst, gives the opinion that the [sugar supply] report is too detailed to receive attention from the War Cabinet, and his concern that the arguments are only valid if the cereal supply is so large that breadstuffs need not be considered. 21 January 1918
