Report on the proposed alcohol ration Prepared by D Noel Paton for the Food Committee. Concludes that the conversion of cereals and sugar into beer and spirits involves a loss of energy -- that in event of a shortage of breadstuffs, brewing and distilling should be stopped. Proposes that the ration first be limited to the amount a person can use as energy in a day (2 pints), and that it be obtrainable only in exchange for equivalent rations of bread and sugar.
