Is satisfied that the 'Discovery' is safe and has done good work, but believes their instructions to [Robert Falcon] Scott were clear, and he should not remain for a second year unless the ship is trapped in ice. Huggins suspected all along that Scott had secret instructions from Markham to remain a second year. Asks if the Royal Society jointly responsible with the Royal Geographical Society for the additional £15,000 required.</dc:description>
