Watson explains what he means by an external system when talking of a equivalent magnetic system on a closed surface, giving equations. He notes that [Horace] Lamb's paper of 1883 practically asserts a point on closed currents, but not explicitly. Watson states that whatever theoretical service 'M' [Maxwell?] may have done in displacement and displacement currents, it is questionable whether he has introduced some obscurity and difficulty in ordinary current questions.       </dc:description>
