He gives a value for the upper limit of permissable aether velocity along the lines of force. 'In fact, not a millimeter a second'. If the light had been turned [?] on 2 millimeters per second for each CGS unit reverse in the coils, he would have seen it. He notes the amount of electricity used, and the arrangement of the beams of light.  </dc:description>
