  <dc:description> ' I enclose twenty copies of the final draft of the appeal on behalf of displaced teachers.  I have revised it slightly from the earlier drafts, particularly with a view to meeting certain points raised at the former meeting of the Council (as communicated to me by  Sir Frank Smith), and I hope the Council will feel able to accept it as it stands (subject to the addition of the names of the Honorary Secretaries).

I am sending the appeal in this final form at the same time to all those who have agreed to sign it, so that they  may see it in the final form.

PS. I should be much oblliged if you would let me know the decision of the Council at the earlliest possible moment as there is no time at all to lose if the appeal is to apear on Monday next. '</dc:description>
