  <dc:description>The President and Council of the Royal Society have received the enclosed communication [not attached] from Mr Whipple suggesting that the difficulty of access to the Kew Observatory in the Old Deer Park (file number 203) might be overcome by the erection of a turnstile, a sketch of which is enclosed [not attached]. The expense of the turnstile can if required be borne by the Kew Committee and Foster is directed to ask the sanction of H M Commissoners of Woods and Forests for the erection of this structure.  </dc:description>
