  <dc:description>Rix calls the Secretary's attention to an irregularity in the delivery of the accompanying telegram [not attached], which was dropped into the letter box without the doorbell being rung and was not found until more than three hours after delivery. This is the second time Rix has had occasion to complain of the same kind of irregularity on the part of the messenger and he begs that the Secretary will deal strictly with the case. </dc:description>
