  <dc:description>Rix thanks Foster for his note. There is no new point about Mr [William Turner Thiselton-]Dyer's letter except that the Foreign Office sent some distinguished Foreigners to the garden instead of the observatory.

Encloses a second edition of the Kennedy circular [not attached]. If there is nothing in it which Foster desires to modify he shall at once circulate it among the rest of the names which Foster marked. Encloses a proof which he shall print on Monday.
