Copy letter from Herbert Rix, to Leonard Gunn, 4 Southampton Row, W.C. Gunn's letter and manuscript have arrived. They understand the manuscript is sent in support of Gunn's application which is about to be considered by the Government Grant Committee, and it will be laid before them for that purpose. With reference to Gunn's letter, the Committee will have no opinion on the law of promulgation, as this is entirely besides their function. 19 February 1895
