If Rucker approves, Harrison asks him to return the report to him with the original. 

Also encloses a draft of a reply which Dr [Michael] Foster has this morning asked him to send to the accompanying Foreign Office letter [not attached], suggesting that Harrison should submit it to Rucker to verify the facts. Asks Rucker to return this also if he approves the draft.</dc:description>
