<dc:title>Copy letter from Arthur William Rucker, to General Rykatcheff</dc:title>
<dc:description>On returning to London Rucker has been looking through the list of delegates for the upcoming International Conference on a Catalogue of Scientific Literature. Is sorry to see Russia have declined to send a delegate. The Society is anxious that it should be clearly understood that the Society proposes that each nation should collect the notices of its own literature. Explains specific provision for the translation of Russian titles made in a report sent herewith [not attached]. Thinks if the provision made were fully understood Russia might at least be willing to discuss the project.</dc:description>
