Encloses a skeleton of the report [enclosed on same page] and asks Foster to read and sign it with Callendar's letter which Professor [Arthur William] Rucker thinks should be appended to the Committee's report. Includes an incomplete report of the Physics & Chemistry Committee on the award of the Joule Studentship which details that the award should go to Mr H T Barnes of McGill College, Montreal. 15 February 1899
