Copy letter from Michael Foster, to the Under Secretary of State for Foreign affairs, The Foreign Office, S.W. The President and Council of the Royal Society, in consequence of the resolutions passed at the International Geological Congress held in St Petersburg, appointed a Committee to consider and report upon a proposal for the establishment of an International Floating Observatory. A report has now been received from this Committee and a copy is enclosed [not enclosed]. The Council wish to express their entire apprival of the recommendations in the report. 29 March 1899
