  <dc:description>Keltie did right in suspending summonses for the General Committee but Foster thinks Keltie's President [Clements Markham] takes the wrong view. The Committee ought to meet to know the view of the Sub-Committees and to draw up a provisional plan of investigations to be pursued. Has written to Keltie's President to that effect and submitted his letter to Lord [Joseph] Lister. If Lister approves this letter will be sent to Keltie's President with a request that he wire his views to Foster at once. </dc:description>
