Meanwhile, the Treasury have ruled out obtaining funds beyond the original estimate, and believe that it will be necessary to make a selection from the manuscript and not retain paid staff after 30 September. Rix notes that the committee have therefore asked Murray to prepare a scheme which will enable costs to be kept within the original estimate while making the least difference to the value of the [Challenger] report, and to present that scheme at the next committee meeting. 31 January 1888
