  <dc:description>The system under which all papers are treated is that laid down by the Standing Orders of Council which were adopted some five or six years ago. Every paper is supposed to pass through and to receive the approval of the Sectional Committee, but for expediency sake the Secretary, or Secretary and Chairman, has power to sanction the publication of a paper. For 'Proceedings [of the Royal Society]'  it is usually the case for the Chairmen to act upon the opinion of one referee. </dc:description>
