Every paper is supposed to pass through and to receive the approval of the Sectional Committee, but for expediency sake the Secretary, or Secretary and Chairman, has power to sanction the publication of a paper. For 'Proceedings [of the Royal Society]' it is usually the case for the Chairmen to act upon the opinion of one referee. 19 July 1901
