  <dc:description>Replies to their letter regarding the investigations [John] Stanley Gardiner desires to make in the Indian Ocean. The expedition holds special interest for the Indian government. Encloses a memorandum drawn up by Stanley Gardiner:

1. Some islands are rich for investigation, those that are inhabited are worked by Indian labour, and those that are unihabited and can only be developed by Indian labour.

2. The expedition is connected with the past history of the continent of India, the results would be advantangeous to that country.

3. The work to be undertaken is arduous for white men to do, and can be carried out by Indian sailors.</dc:description>
