  <dc:description>Has received Christy's telegram relating to return by Congo. The telegram was laid before the Committee, though if it was to be acted upon officially it should have been sent through Dr Low, the leader of the expedition. At the instruction of the Committee Foster has wired and written to Low. This will be communicated officially to Christy but the instructions of the Committee are that the original instructions should be adhered to and Dr Low should return by Sea, and that Christy should return by the Nile. </dc:description>
