  <dc:description>Is sorry to say that the Candidature of Mr Swinburne has lapsed by the failure to re-suspend his certificate for the last election. Even if it has been suspended, and he had been elected, the candidature would have lapsed by now, since last year was the fifth since his first candidature. The only way now of renewing Swinburne's candidature is to get out a new certificate for next year. Harrison has also written in the same terms to Professor Silvanus Phillips Thomson, who has also requested the resuspension of Swinburne's certificate.</dc:description>
