  <dc:description>Harrison responds to Scott's letter, explaining that the Council considered the recommendations of the Sectional Committee on [Percy] Groom's paper the previous week, and are sending out a communication based on the recommendation, advising considerable abridgement and admendment of the paper. As communicator of the paper, Harrison feels Scott should also know that the Committee remarked adversely on the poor condition in which the paper was submitted, and the fact that one referee refused to report on it as a consequence.</dc:description>
