The enclosed letter from the Government of India (No 198) toegther with a previous letter (No 121) is sent for Dr Shaw's opinion. Dr Larmor says with reference to letter No 198 "Paragraph 2 (marked with red pencil) is new, I think, and I suppose reasonable. In the other matters the Committee might assent to his views by correspondence unless Dr Shaw thinks there is matter to discuss at a Meeting".
