Technically the Chairman cannot appoint referees; but it has long been the practice, in order for a paper, and then to act upon his nomination with the concurrence of a Secretary, and obtain confirmation for the Committee when it meets. 
I therefore propose, with the Bradford's concurrence, to send Prof. Dendy's paper to Dr Gadow if he available.'</dc:description>
