It duly reached me, and the reason why the usual formal acknowledgment has not yet been sent to you is the there has been a change of staff quite recently here, and the consequent rearrangement of duties has not yet got quite into working order. The certificate will however, be duly re-suspended after the approaching election.'</dc:description>
